Because the whole thing is promoted as a way to attack men as a whole by bigots. Just like everything else that feminists do.

If you look at all this there's no attempt to actually stop the bad behaviour. Why would feminists want that anyway? There's no attempt to include all victims as you say, either male victims of harassment (which is common in Hollywood because the men are often in that top ten per cent that receive all women's unwelcome attention) or the victims who are all the actors and actresses that lost a part to some other person who agreed to bribe some sleazebag with sexual favours. Again that's not a victim that helps feminists sex war campaign because those victims are mostly women victimized by other women. Kinda makes the issue seem a little more grey instead of "Women are wonderful and men are evil assholes".

I think despite the encouragement only being extended to women I think this is one of those times where male victims need to pull a, "Fuck You" and use the tag anyway.
