Call the police every time she shows up. Have a copy of the restraining order at house and on his person at all times. She's a crazy, bitch stalker. You'll need to have her arrested and be diligent and careful.

She kept calling him during the middle of the night when he was trying to sleep, keeping him up for another 2 hours before she actually had class, making my brother tired before his courses started.

Nobody can make you talk to them on the phone for 2 hours, your brother is participating in this circus. As long as he participates, it will continue. He needs to sack up.

Take any and all information he has, phone calls, texts, anything, and make a copy of them. GIVE THIS INFORMATION TO HIS LAWYER. Have him start keeping a journal of every time he's seen her anywhere near him and if you want to be extra cautious he should also start keeping, in the same journal, a list of his whereabouts. There's little he can do about the school aspect accept have his lawyer speak with the school's lawyers about what's going on. He should not speak with the principle or school counselor in private, a family member or the lawyer should be there. You know to cover his ass in a they said/he said situation. I have no idea how a restraining order would work in his case because this is dealing with another student but I would still file one against her and do as Bohica69 said keep a copy on him at all times.

It's already been said but: Keep a log of incidents and don't be afraid to involve the police. Also, if there's anybody in your circle that doesn't know what's going on, it might be a good idea to clue them in. You don't want somebody passing on the new phone number or letting her in the gate because they were trying to be helpful.

If you're worried for his physical safety, consider a self defense course, and call the campus and find out what self defense weapons he can bring on campus. Guns are usually forbidden, but he is probably at least allowed pepper spray. He can put it on his key chain.
