I think it's chosen by many local governments, but I don't know if there's a direct link to VAWA.

VAWA itself doesn't refer to the Duluth model. It merely encourages states to adopt frameworks to reduce IPV. Many states adopt biased programs and use biased policies. As always it's hard to find bias enshrined explicitly in law, but what you have is a series of policy decisions that allow for and encourage bias.

VAWA does not explicitly mandate the use of the Dultuh model, however it does fund it use indirectly, by deliberately funding resources that promote it.
