Lets just say X has been following Y for months and she has got not much of interest in seeing X , but X did not stop following, Y replied him, She's going to file Criminal charges X , if he continues to do so. Then X said "yes you could do it" But none of the action was taken by the Y .
Here comes the paradox
X thinks that "since Y didn't report it" there's no mistake Y thinks that "X is harassing her for months"
Give me the answer if , Y has done her CIVIL duty as a Citizen, X could ve never seen her face again.
