I am in contact with a diplomat part of whose job requires comparing the reality on the ground with conventions that the host nation has signed up to. While it is clear that the UN does not give a monkey's about MGM, it may be the case that they have made statements which could be interpreted to condemn the practice e.g. general statements on torture, a patient's right not to be subjected to medical practice without consent etc.

Does anyone have any information which I could use to show that the host nation, by not banning MGM (FGM is severely punished), the host nation is contravening UN charters?

Edit: What I am looking for here is very specific. I want documents ratified by organisations such as the UN which say things such as "wrong to impose medical procedures without the patient's agreement" etc. which could be pointed to as a discrepancy between practice and stated values. Article 9 of the UN declaration on the rights of the child would fit the bill: The child shall be protected against all forms of neglect, cruelty and exploitation.

Also declarations on non-discrimination might be useful being as girls are already protected.
