People need a frame of reference. In order to "better yourself", you have to have one. So we use these people, people without education one way or another, degenerate lowlives, etc to benchmark the lowest of society.

You cannot be a better person if everyone was just like you. Same goes for every other aspect of life. You need lesser people. It's a fact of life.
