Considering most of the discussion has been U.S. Centric I would like to hear from any counterparts in Asia, Latin America or Southern Europe how this fits into courtship.

In my experience in certain areas of Central America the cat call is typically used as an introduction and conversation opener. The man then proceeds to follow the woman while offering a beverage, a business card or some other way to further engage with her (without coming off as creepy, but in fact salesy if you will).

This happens more frequently on neighborhood blocks where almost everyone knows each other and some person from a few blocks over is visiting a friend. The practice is not viewed as aggressive or shameful but a part of life and the overall culture.

Would also be interested about any expat perspectives on their view of cat calling wherever they may live abroad (outside of the U.S./Canada and Northern Europe generally).
