Honest advice here: If you don't already have s full time job, get one and move out. You will never feel like a man while living under the same roof as your mother. If you can't handle the rent on your own, maybe split an apartment with your brother if he is old enough.
You can't depend on anyone but yourself. Get money, get a place to live of your own, lift, spin plates.

Man up and move out. Live in a rooming house, live in a trailer, Move to Alaska or Nebraska. Do whatever it takes to man up and control your destiny.
Anything else is just male hamstering lazyness.

If you really "hold every lesson or thread of advice you have ever gotten very close to your cold heart", then you should know what you need to do. You need to get off your ass and figure it out. That may mean moving out. Do whatever it takes to do that.
If you don't have any income, you need to go get a job. If that's the case, no job is below you at the moment. You need to start bringing in cash flow. Save up money and get out of there as soon as possible. If you need to get roommates, find them. Talk to your brother to see what his plans are and see if you can split a place with him. If not, you can find people on craigslist, roomster, etc.
Second, don't spend your money on stupid shit. You don't need a TV. You don't need to go spend all your money on eating out, booze, and entertainment. You need to figure out how to get yourself into an income bracket where you can live comfortably before you worry about these things. You should only be focused on paying your bills and saving every dollar you can. If you can afford it, get a gym membership (if you actually cut out all of the crap, you most likely can afford this).
Read as much as you can. You're not going to be able to do a whole lot if you don't have a decent job and are paying for your living expenses. Read the material on the side bar. Go get a card from the public library, and check out books. /u/illimitableman has a fantastic one on his website. Check it out.
Last, realize you may initially realize you're miserable doing all of this. Always remember, you're building for your future, and you can only control the circumstances that you are able. It may suck for a while, but you have the ability and opportunity to build the life you want. You just need to put the work in. Best of luck on your journey.

As far as a relationship with your mother, I see it getting better with space between you two. I couldn't stand my mom until after I moved out. Now we'll have beers and hang whenever, I'll take her to lunch to catch up, but every now and then I still ignore that call lol. Just because I don't wanna deal with her, which is the greatest thing about moving out.

Don't be afraid to cut off contact with your mom. I have reduced contact with my mom to several times per year and I am much better for it.

Fuck.
What's with these pussys afraid to move out of mommy's house? I moved out of the parents house at 18. Had a full time job and also went to college.
Look cut the apron strings by 21 max.
My mom tried to raise me to be dependent upon her so that she wouldn't feel abandoned. My dad nipped that shit in the bud as much as he could. Without a strong father figure to counteract his mom's selfishness you see dudes living with their moms well past necessary.
