This is just some idiot apropriating a popular meme to highlight their BS political agenda. As far as I'm aware the origin of this is Improv Everywhere's No Pants subway ride which started back in 2002. They probably got the idea from somewhere else, but they popularized it.

It was always meant to be a prank, that's it, no message. In fact the whole point was to act like everything is normal, not educate people when they ask why you aren't wearing pants.

BROOO. I just left baltimore this morning. Went to Artscape, bought a painting and enjoyed the atmosphere.

Didn't understand the no pants thing. Saw some decent chicks in all honesty. A chick got kicked out of the Amtrak station for it, twas hilarious.
