How do you think we did it before the internet? We went around to the malls, parks and beaches in PACKS looking for chicks man.
Add some chicks to instagram, snapchat, facebook and just open the apps dude they post about literally everywhere they are. Head to the beach, chat them up, put your dick in.
If you enjoy partying then party, it won't help you if you don't actually enjoy it.

Seriously though, this. OP: you probably have it the easiest, I'm not gonna go macking on high school chicks so I can't do this, but you're in high school. What do high schoolers do in most towns? They fucking loiter. Go to a movie theater and you'll see tons of kids just loitering around on the weekend. Chances are you guys go to the same school if it's in the area, it's an easy open. If you've never done it before, then it probably won't go smooth. If they reject you for some reason, that's their fucking problem.

It seems to me that you need to work on your networking skills. Talking to people doesn't mean anything other than you are validating them or they are validating you with useless conversation. The sidebar has books on effective communication and as mentioned by ManliestDwarf, you need to go out into public and start conversations with everyone to learn your niche and to hone your networking craft.
