A woman who initiates contact for a hangout is her telling you she's interested. However, most women (8/10 times) will not be this forward with showing interest. It's up to you to take the initiative and find out, in all aspects of your life as shit generally isn't handed to you on a platter.

As far as soft nexting - invite her out. If she is unable to meet on the date I offered, I'll wait a week (or two) and follow up with another offer. If she turns down that offer it's a hard next. Most women who are genuinely interested will counter-offer after your first invite.

If she's not putting forth any effort at all then that's going to be a hard next for me pretty quickly. I like women who like me and while some are more forward than others of my plates, we have minimally a good 60/40 investment ratio at worse. I'm not going to always initiate no, she's going to show me some interest of be nexted.

As long as she is not misbehaving I see no problem. If you need constant attention from her, work on your options.

I guess she's got a life and after all you're just the one spinning her. Remeber: You spin her, plates don't spin themselves all the time. If a plate does, I'm happy for you, but don't expect every plate to be like that.

I wouldn’t next a plate for that. A plate is simply someone that lets you stick your dick in them. If she can’t once in a while no big deal.
