At best, you might say "busy now, come over at 8pm tonight" and that's that.

She's doing this for one of two reasons:

1) She is bored and is looking for attention/validation

2) She really is in to you and actually was busy

I would respond to her question and at some point in the conversation (either right away or after 4-5 texts back and forth), say "On [insert day] we are doing [insert activity]. You should come, it'll be fun!"

If she's not about it, you know your answer.

Don't text her for a couple days. Then text this:

"I'm great but I've been pretty busy. Let's meet up for that drink"

And if she dodges you again, then that's the last text you send her
