Here's the thing, grasshopper. Next time you meet a tinder chick and it looks like you're out of shit to talk about, you get some shelved pick up line (pua kiss gambit) and make out. You pretty much have a green light for that much by the time she agrees to meet you.
You might even start with the line. Who knows.

Also, you're not using a good "ladder". It's worth shit but many chicks think facebook and instagram is somewhat serious, so it becomes "comforting" to have that shared before you go on a date, and that "comfort" makes it a bit harder to convey a sexual frame.
Try tinder, whatsapp, quick conversation to learn what sort of environment and booze she likes (slightly longer one if you have common interests), and set the date.

Rule of thumb once the window of opportunity closes it's so fucking hard to open it again you're better off quitting. Usually a date with no making out puts you in the wrong box, more to the bb side, not very sexual.
Try to set another date, escalate more and see how it plays out. I'd say if she's up for another date the window is still open.
