Need more info, are the girls jogging too?

If so then see if they want some company while jogging. Most probably won't unless you are very attractive because their priority at that moment is to exercise.

If the girls are just sunbathing or whatever don't interrupt your jog for them but after your jog is over just walk around a bit to cool down. Then walk over casually and ask them something. They are usually looking at their phone so I usually ask something like "what's so interesting you keep looking at your phone?" but it can be anything like "is it comfortable sitting in the grass" or even ask if they know what time it is.

Then tell her you saw her when jogging and now you're cooling down and noticed she seemed lonely and might want to chat for a minute.

If she isn't smiling or looking at you or giving curt replies, then leave her alone, she's not interested.

If she is being warm and friendly, (or starts shit testing) then ask her name, introduce yourself, and keep asking questions until she begins to lead the conversation. Chat for a bit then say you have to go but get her number so you can chat more later.
