dumb question, but how do I begin cold approaching people?

Go somewhere where there is something to talk about. Like a book shop.

Get the book Day Bang by RooshV. It goes into great detail about this and it's cheap on amazon or download or whatever.

Basically you find something interesting about the person and talk about that. Good place is coffee shops, etc.

Also, it's ok if it gets awkward with a stranger. Probably won't see them again anyway. If you keep approaching and keep talking to people, it will get easier and easier. This practice will go a long way towards perfection.

You can start by interacting with the cashier/employee who is assisting you. You can start off by simply asking them questions about their workplace and go on from there. "what's your favorite thing on the menu?"
