This an excerpt from a book but it applies to your situation:

Insist that, “No. I don’t want to meet up with friends with you. But I do want to meet you at X place, at X time, on X date. Just the two of us.” Only one of two things can happen:

She’ll realize that you’re assertive, know what you want, and are confident enough to walk away from a win-lose situation, which could trigger her attraction for you and make her want to take you up on your offer, or…
She’ll reject the offer and go about her business being your on-again-off-again light flirting friend of a friend who obviously just likes getting attention from men.
