At 16, the only things you need to do are get good grades and take care of your body. Apart from that everything is a valuable learning experience.

It won’t be a waste of time if you enjoy it. It’s the same as hanging out with your friends. Also it’s the easiest way to gain a lot of sexual experience as a minor. You can always dump her if it’s not going how you want it to.

A. Your overthinking this. B. You don't waste your time with a woman, you gain experience and valuable life knowledge.

High school relationships will not last. And celibacy will keep you unhappy. Date for several years. Only think about a relationship in you late 20's to 30's.

Why would you forego having experience with women.

When you get to college a lot of guys are gonna be comfortable flirting with girls are party and hooking up.

Since you’ll have missed that learning stage a mid teen you’ll be awkward and delay your experience with women or never learn.

An hr really isn’t that much time. What else would you be doing instead?

You should still date. Spin plates, have fun, you can still have a "main girl" but not spend that much time with her (in fact that would attract her to you). Super serious stuff does take up a lot time. It's up to you, but it sounds like you already have your answer.

Friends of mine who spend 3-4 times a week with their GFs just work and get fat lol and have super boring lives.
