What is the difference between IOI glance to any other glance?

Maybe these are just stares which happen to all of us (boys/girls).

For example:

  1. When someone enters the gym you have a look to see who it is.
    This isn't IOI, everybody do this.
  2. When a movement on the side of your vision attracts you to look at it.
