Sounds like she’s trying to balance the power dynamic. Don’t give in and start DEERing. I would just leave her on read or respond with 👍🏻. Text her in a couple of days and try to reset it up. This is just opportunity to show you have priorities and are nonchalant

I would just call her at 7pm. Just play cool, ask her how her day was, and then say I want to see you tonight. With texting there is just too much ambiguity and by calling her you pull her into your frame.

I doubt it's a flake. It could be that she's genuinely busy or she might be testing you.

She also counter offered. So she's interested.
