You don't have to be drinking to flirt with a girl at a party with alcohol. A lot of dudes don't get this and I don't understand why.
I would expect that relying on alcohol for social lubrication or confidence makes it harder to muster those qualities without it.

She said she wouldn't hook up with you which means she was thinking about hooking up with you which means you should have boned her in the ass that night.
Of course she turned up flirty, all you had to do was escalate and you would have had another notch on your belt. But from the way this reads I wouldn't be surprised to learn you blew your chance at the first notch on your belt.
