She will never initiate anything.

The timing is perfect for you to suggest something, even though last time she was lukewarm about it. No big deal, no reason why you can't try again, now that it's a week or so later.

After some basic smalltalk you can go: "Hey I'm going ice skating Thursday, you wanna come keep me adorable company?"

It's not always a mistake "to ask", just something that is sometimes recommended when you want to sound more assertive. Look at my example above, that can work perfect as an anti-flake measure even though it's "asking".

What is going on:

I'm making it like you're going with or without her (helps against girls flaking somewhat)
Making it less formal and no commitment for her to a "date-date", just a fun time
It's something specific, at a specific time. Not the typical "hang out sometime".
She's adorable company to you! Yay! (every girl smiles at this) And she wants to be seen as adorable company, so it's more pleasant to agree to your invite.
Adorable company means you already know each other, and you already find her attractive, and romance is in the air, and you are not anxious about it at all, perfectly in your cheeky/cocky funny space with it. Yet it isn't a an ass-kissing compliment, maybe you tell all the girls the same thing.

Id assume shes playing hard to get and wants to be chased. Put minimal effort into it, but chase. What I mean by that is, bow that youve gone on a date and supposedly know more about her you can plan better for something you both would enjoy. Movies, ice skating, etc., won't get you in bed with her, if thats what you want. If not a minor you ahould involve alcohol, 1-on-1 activities, or activities youre good at and environments you feel confident and comfortable pulling moves on her. Try again, be more charming/persuasive, and make your proposion wisely.
