It's more about communicating approachability. You are confident and aware, looking at people because you are social. You're not trying to eye fuck or dominate anyone.

You shouldn't be eyeballing. You should be relaxed and chill. Probably with a slight smirk because you know how awesome you are plus you're having fun. If you're engaged with your group, be engaged.

It really comes from inside and your self-concept.

And it should be a state of being you carry all day. Not a face you put on when you go to a venue.

Depends.

When someone looks at you, you can get a vibe from them. A lost puppy dog stare, the one you mentioned (need attention), or just that they are looking. It's not always that there is a meaning behind it either.

When you have good eye contact, it shows confidence. One trick I use is switch which eye I'm looking at every once in a while. A lot of people will look away or can't handle looking back into your eyes as well during conversation, which to me shows they lack confidence.

I agree. The party is where you are. You are focused on that. If you're looking around alot then yeah, you are worried, needy, bored/boring, etc.

You missed the concept. Don't try and make eye contact with everyone. Just make and control eye contact with those you connect with. As you normally move about and interact if your paths cross, make eye contact.
