Because it is like character, which is slowly built over time. It's a way of conducting yourself, not some fancy pair of shoes.

Look at someone like Justin Bieber. He's rich beyond our wildest dreams, yet he's trashy and classless. Don't forget that he's also smashing pussy left and right and if he's halfway smart, never has to do anything that he doesn't want to - ever again in his life.

But that aside - money doesn't buy taste. Money doesn't buy decorum. Money doesn't buy you the ability to not be an idiot. That's what people mean by class. In fact, if you lack those things then money will probably prevent you from obtaining them, because you don't have any particular reason to act otherwise. If you have the money for it, why not buy a leopard print car? Why not be an asshole in public, knowing that you can buy your way out of a reasonable amount of trouble?

Note from the comments elsewhere is that you're conflating "class" (taste, etc) with "social class". In America at least, social class is a pretty fluid concept. Moving up or down a level or two is a matter of where you live and how much moeny you make, no more, no less.

I think what you're looking for is status. Well status is is an illusion and can be manipulated. It matters to people who think it matters. Manipulated because you'll see people who don't have money or power but do have a higher status.
