Both are mostly correct - for men at least.

On 1 - For most men, you will need to get attempt a lot and get rejected a lot to accrue a high body count. It's a numbers game.

On 2 - Typically you get better over time as with anything, but the skill is not necessarily in romance but with increasing your body count more. You don't need to increase your body count or have a high body count to garner romantic interest.

For women, there is not necessarily much of a concept of "attempt" or "skill" just how physically attractive they are.
