I'm a Junior in highschool. Let me help a bit.
and most importantly MEET each other
Ha. Haha. No. Go out and meet people. Connect with them on social media after. You're right, don't make random conversation with someone you've never met before online unless it's really light and casual. Try to meet them in person first. If you're really set on chatting up someone you've never met before, open with something along those lines. "Hey, we've never met before. Hi, I'm (obviously) Crossfire23. What's up?" See where it goes, make some small talk. Duck out if the conversation seems to go stale. Make up an excuse to leave, say maybe you should hang out sometime or something if it goes well. Possibly exchange numbers. Don't force it though. If they obviously aren't into it let them be... or you can try calling them on it if you're feeling bold to get a response out of them. There are a thousand ways an online conversation could go with a complete stranger. Just make sure it's not a "What's up? Nothing, you? Nothing. (end)" That'd be bad. They'll think one of a couple of things; you're boring, you're not interested in them, or you're weird. Not a good outcome. Make some half decent small talk and you're set.

Well, by meet I meant like discovering I guess. Idk, I go to a big school and you don't really see everyone. It's hard to talk to people and meet new people especially when they're not in the same friend circle as you.

No, it isn't. Go talk to them. It can't be difficult. I'm sure you have plenty of free time to do it. Leave your comfort zone, go talk to them. It's literally that simple. All you have to do is make a conscious choice to expand your circle of friends or join a new one in addition to the one(s) you already have. Just make some small talk. Talk about anything. If you kind of know each other, or you know of them and they know of you that changes things. You can freely hit them up on social media. Go for it. Just talk to more people, you'd be surprised that that's how easy it is.

You're right and I'll do this come monday at school. I only posted asking this because I got followed on instagram by a girl i didn't know and then i added her on facebook. I've never seen her before but have definitely heard her name before though. So I'll see about talking to her in person.

As somebody older and more experienced than both of you, I offer this advice: Personal, live, face-to-face interaction ALWAYS trumps anything online or text-based. Always. If you have only met someone online but think they're cute, find them in the real world and meet them. If they live far away or some such, meet someone else. It is easy to communicate behind the mask of the Internet or text messaging, but easy doesn't get people anywhere. I would highly recommend training your personal interactions In a live setting. Online or text communication is perfectly acceptable if you already know someone and you can't arrange a meeting or "hang-out", but never communicate with someone for the first time online if you have the choice.

Online is a poor substitute for in-person. But if you absolutely must start online, just open with something like, "All right, it's been driving me nuts: you look super familiar. Where do I know you from?" Keep the conversation going after that, be funny and charming, and you should be fine.
