Start conversation - Try getting to know her a little, introduce yourself, use work-related topics to your advantage.
Play it cool - be friendly, don't compliment too much, be playful (just imagine she's one of your mates that can help).
Ask if she wants to meet up sometime soon outside of work

This is clearly more simple than what you wanted. For some more specific piece of advice, I'd say this; lots of eye contact, light playful touching if appropriate (shoving her shoulder when she says something funny for example), most importantly, treat her as a friend and a human, not an object or some kind of goddess.

Talk to her while on the train. Introduce yourself and tell her that you see her at work (supposing that you have not talked at all). Ask her work-related stuff. Try to find out what she likes to do after work, and find some common interests. Maybe after that, keep building rapport at work for a few days. Talk to her when you see her, etc. Keep it friendly and cool. Tease her a lot if you can! NEVER say anything sexual during work. You can also propose to do some group activity after work with other collegues or some of your non-work friends. Chances are that if she has a BF, it will have come up till now. If you have reached this point and you talk to her regularly for (say) a couple of weeks, you can now ask her out. This is going to be pretty obvious that you like her, so if she accepts, go out and flirt the shit out of her! Be sexual, touch her, tease her, etc. and go for a kiss.
