It's really how you say it and engaging someone in a convo at the right time/place. For example, a bar is usually a good place.

I've said things like "there's a really good ad for tires on that page" to a chick reading the newspaper. Or "if you break up with your boyfriend let me know." Or commenting about some terrible news event in Middle East with a chick watching CNN. None of those are particularly clever and were not really meant to be pick up and they worked.
