Just walk to them (not behind them but to their face, go the long way around to guarantee this approach and meet them later. Don't let on that you basically followed them.) and say "hello." Unless she is a massive bitch, she will likely also greet you as well. Then what you should do is ask questions (open ended) and elaborate on the answer to move the conversation, if you ask what she'd recommend for lunch or something and she answers with a Chinese place, ask how she likes the food or what her favorite thing on the menu.

The rest should come quite naturally, you will see what I mean once you do it.

9/10 if you can get their attention somehow, they'll stop. Meaning, a quick wave and a smile in front of them.. kinda like you'd do with a guy friend with his headphones in.

Now you just go with your opener. "Hey, just saw you running and thought I'd say hi"... or whatever. Don't make it elaborate. This isn't a bar or club. You're just being straight up.

The key is confidence. I notice anytime I get drill eye contact 100% unwaivering, the interactions usually go well. If I don't, it goes bland.

Try to 'eye fuck' some people when jogging or walking around as practice. If they look at you, just hit them up with a smile. You can even put on a pair of sunglasses and do it for practice as then no one knows you're doing it... practice only! Doesn't work like that for real.
