I'd say just be cool, focus on going on with your life, talk to her occassionally but not too often. Ask her if she wants to go out with you once she comes back. I don't believe there is no special secret, tactic or game that will make you seem more valuable to her when you're not physically communicating with her.
I hope for the best, 3/4 weeks isn't that long. I had a similiar experience when I met my girlfriend, except she didn't give me a handjob and I was away in Ireland for 2,5 months, told her I was gonna come back soon enough and when I did, I sure as hell were gonna visit her. I did, now we're toghether.

Text her infrequently. When you do text her, make it something that somehow uniquely connects to when the two of you met, like referencing a joke you made that she liked or something like that. The goal here is to keep her memory fresh on your high-value qualities that attracted her to you in the first place.

Be fun and playful in your txts.. leave her hanging a lot, don't txt too often. Keep your txts short, avoid answering her questions and always lead the conversation. Pretend you're busy and just have some fun.

Well he doesn't mean literally not answer any questions, but more like play around with them, and not as many straight answers, makes the conversation less boring.

I think part of the reasoning is that it is submissive and gives the other person somewhat of an upper hand.
Personally if I am asked a question I answer because not answering can come off as just plain weird. Not an image you want to convey to someone you just met. I agree with what sonneti posted as rules of thumb but if it's someone you just met your #1 priority should be building comfort and second interest in order to prevent flaking. She will have 1000 valid reasons to flake, you don't want to give her more.
