You can do all kinds of things depending on your level of confidence. And rest assured, the more confident you are, the better she will respond. Let me give you a couple examples.

You see a girl looking at you. You make eye contact but then she looks away (btw, if she doesn't look away, just walk right over there and introduce yourself. You can whisper if necessary. It doesn't matter in the library setting).

Maybe this look-n-look-away happens a couple times. Fine. Pack up your stuff. Walk over there. Stand right next to the table. Look at her for 2 seconds in silence. She'll look up. Then say (with a smirk) something like: "hey.....why are you sitting at my table?"

That is a joke. Say it as a joke. Be flirty. And for the love of God, say it with complete confidence.

She will smile, not know what to say, and then you introduce yourself.

Alternative: "Hey, I saw you eyeballing my psychology book. You want to read it? (toss it lightly down on the table)."

Then she says nothing and just looks at you. Give two beats. Look at her. Be confident. Hold the eye contact. Then stick out your hand with a big smile and introduce yourself.

Done.

I usually say “sorry to interrupt your studying, hey! My name is ______ . “ and then go on from there. I have used it multiple times in the library and had worked for me . One of the girls number I got at the library actually ended up being my gf. You can honestly say whatever as an opener, as long as you say it with confidence.
