So wait, did you text the original number she gave or not? Did you text her and she didn't get back to you on the first number? If so, then her "getting a new number" was obviously an excuse to reject you politely. The second time you went to the restaurant it also sounds like you were acting WAY too needy, and based on your post your mindset it seems like you are in fact too needy to be attractive at the very moment. Asking her to hang out and asking for her number again was not really a good move because now she knows you're chasing her which makes you seem low value, i.e. you have to chase after her specifically because you don't have other options. Also it probably made her somewhat uncomfortable because now she's at work, in a place she has to act politely and can't just leave. I think it's okay to ask someone out at their workplace, but chasing in that situation I would say is even worse than chasing in general.

Since you didn't go into detail about what happened the first time you were there, my guess is you are probably making it clear to her that you have completely accepted her as the perfect match way too quickly. Even if you know this to be true, you can't make it apparent to her or it will be a turn off, you need to make her feel the need to prove herself to you before you'll want her, that's what will make her excited and motivated to talk to you. The reason I am guessing this is because you already proclaimed that she was super sweet and you felt like you had won the lottery after the first time you met. You can't have that mindset after just talking to her for a few minutes, it's giving her too much leverage and power.

You showed interest by asking for her number, which is fine, but you need to be discerning and also let her know (indirectly) that you aren't just unconditionally ready to be with her if she says yes. Did you do anything the first time you met to make that apparent, like asking her things to qualify herself, or teasing her? My guess is that you did not, and that you just smiled and were receptive to everything she did until you asked for her number. Most of the time that won't work for reasons stated above, it makes you look like you will accept anyone you is willing to go on a date with you, which in turn makes you seem like you are low value and desperate. There needs to be some kind of tension that makes it seem uncertain whether or not you're actually interested in her, so she has some motivation to keep talking to you and trying to win your attention.

Also did you do any sort of teasing or innuendo or break the physical touch the first time you talked? I'm guessing you did not, and that she never felt like the the interaction could turn into something romantic/sexual as a result. I don't know if this is absolutely necessary to do, but in combination with simply accepting everything about her because she smiled at you, it probably makes you seem really boring.

Or, she may genuinely just be too busy and not open to going out with someone right now, but either way just relax. And don't feel down about it, it's likely not really a rejection of you personally, it's either the image that was built up from your actions (which isn't you) or something totally out of your control like her legitimately being too busy or not wanting to date a customer. But realize that there are a lot of women out there and you should be interviewing them (playfully) to decide whether you want them or not, not just throwing yourself at the first one who smiles at you.

Uhhh , sorry for your lost bro , chics are funny that way there way no way of expecting that after hitting off so well .
