It’s hard to know if she’s comfortable with it. Have you guys touched much before? I mean in a friendly way. Like do you hug? When you sit next to each other do you lean on each other? Does she ever touch your arm? You could start by waiting until your sitting next to each tiger and letting your leg touch hers. It’s easier on a couch. You can lean so your arms touch a bit. If she shows she’s comfortable or reciprocates you could keep going (in a friendly, non creepy way—don’t start stroking her inner thigh or anything)
As for if she’ll know, it’s hard to say. I don’t know her. But I know it’s often an indication of liking somebody. When we like somebody we naturally want to know more about them. Making a point to show you’re interested and pay her compliments could hint to her that you’re interested.
Complimenting appearance (in a non creepy way) would also suggest more than friendly feelings

I never do this on my own initiative, and I don't feel comfortable physically touching people, especially those I don't know.

I never even got to that part. the most I ever did was touch her hand, she didn't make any disapproving facial expressions and didn't complain, she acted naturally.

How about asking her about what she wants? Is she actually looking to find someone? What/who is her type? Is she currently into anyone? Suss her out. It takes two to tango, it not just about you and your feelings. You may find out she’s not into you, and then you can move on. You may find out she is into you, then you can move things further.
