Assume all women are interested and actively go after girls who seem neutral.
A lot of girls are simply nervous/socially awkward and need you to gently lead the interaction.
The best relationships i ever had started with girls who showed absolutely no signs of interest. Instead, the simply allowed me to gentle move things forward. (Just being with you is an ioi)
Probably the key is knowing when yourself to pull away, allowing them to move in and fill the gab, so to speak. But that usually comes later in the interaction and right before sex.

It sounds like you read Models by Mark Manson, excellent book by the way, anyways I prefer simple strategies, as opposed to complicated stuff like mystery method, to that end you should check out some of David X's seminars on YouTube.

I don't remember models saying that, I recall him talking about girls being either receptive, neutral, or unreceptive and you shouldn't bother with unreceptive girls but he didn't say you shouldn't pursue neutral girls.
