It starts from the beginning and is slow and gradual. Start by rubbing her back and finding her pressure points, usually lightly rubbing center right above her bra strap is a good start and rolling pressure in the lower back. Just take your time and progress slowly, but keep progressing

You should play back and forth with the tension, but make gradual progress overall. There are plenty of bases from kiss to sex.

Gentle sliding touch, kissing different parts of her face, strong grip, firm touch non-sexual parts, kissing with slight biting, slightly pulling up her clothes, "accidently" sliding on her sexual parts, gentle sexual petting, more intense rubbing, getting rough with touching/moving her, blah blah blah... For encounters where that's the pinnacle of why yall are talking, I'll say advance within that moment. For longer terms, usually a month mote or less of just liking each other. There's no inbetween, just advancing in the moment or arbitrarily feel things out for a while
