Stop overthinking and be that “friend” she has lunch with. You will feel if she likes you. Casually say when she mentions she hungry “ok lets eat after work”

Sometimes people just get genuinely hungry after work and have a habit of expressing that. I tend to complain a lot when I'm hungry. It could also be she just wants a friend to have lunch with? Don't read too much into it and go for lunch, see what happens.

She literally wants to go out and eat with you. Tell her “let’s go to ___” and do not pay for her food. Go back to your car and make your move. Initiate the flirting while your at the place.
Even if she doesn’t say she’s hungry tell her let’s get food, But I recommend letting her suggest first.

It may definitely be some trigger for you, it is pretty funny that you haven't caught this, but she still continues to mention it :)
