It maybe because we aren't elevating the conversations. Throwing in some teases or flirty comments or slight touch may help getting them laugh and becoming interested in you.

Other thing which I've been told is to be mysterious. Girls like guys who are mysterious. So don't tell everything about you and keep some mysteries. It'll make them seek you.

Also I think you should try making some plans like "Hey you know about this new cafe here ? Yeah let's go check it out someday" like this.

You need to escalate, also known as making moves.

One of them is inviting them out, go out with her somewhere, that is a move.

Then you also need to flirt, another move, that is telling them that you are into them, that you think they are cute, that you can’t handle their smile, acting like it’s hot in the room because of them, and caressing their hands while you stare their eyes, telling them they are special, and kiss them.
