Well she may see you as an asshole if you make a move on her while she’s dating someone. If you’re like most guys (including myself) and still wanna go for it, then just don’t bring the guy she is dating up in conversation, if she doesn’t bring him up either that’s a good sign.
I’d suggest breaking the touch barrier little by little before fully going for the kiss. Touch her shoulder, hand on her thigh, put your arm around her, things like that. If she’s not comfortable with that then that’s 100% sign it’s a no go. If she doesn’t respond at all, like just let’s you do it and seems fine with it, then you’re most likely good to go. Make eye contact then look at her lips and pull her in for a kiss. Best case scenario she starts touching you in response, and at that point kissing is inevitable.

To be quite honest I think you should go into the situation without pre prepared lines. It fucks things up. Just go with the flow, speak with confidence,eye contact, make her laugh(without being a clown) and make sure she’s comfortable. The key with things like this is being able to read body language really.
