It can be a bit odd, but it can work for some people. Sounds like you might need to work on your text game if you're getting lots of flakes though. Try connecting with them on IG instead of getting their number. Easier to build rapport there.

I am 23 years old and have been pondering this the last week or so. I've been getting some flakes and I attribute this to the lack of rapport with women I meet.
What is actually happening here? What is happening before they flake?
How are you meeting them?
How are the opening interactions going? What exactly is being said or texted?
How far are you getting before they flake? Are you setting up a date with them before they disappear?
Are you meeting people in real life or only online?

This question is so broad that there's really no easy way to answer it.
People respond differently to someone calling them directly instead of texting. However there are some basic rules of thumb here:
A phone call out of nowhere that hasn't been agreed to by text first is going to seem like something coming out of left field.
Calling someone out of nowhere without setting it up over text first, could easily make you come off as socially awkward or overly forceful and intrusive.
Trying to call someone does not solve whatever issues you're describing here. It may only make things worse if you are not addressing the issues that are leading to people ghosting when you're texting.
