What the hell is a DHV? Also, you're in a hostel, someone is talking on the phone in "not English" (apparently you couldn't even place the region from where she's from) and your first thought is to crack a joke at her expense?

NO.
Next time, try a simple "Hello", especially in a relaxed environment like a hostel, where you can more often than not just straight up walk to a person, introduce yourself and have a chat.
Like others said "Learn to read the room" and also "be aware of your surroundings", meaning understand the environment you're in.

That's not really a DHV. You mostly cracked a joke and it fell flat. Also you can't joke with people as if you know them like that if you are a stranger. It's going to seem awkward. Maybe you mean that you need to open them as in get to know them first and get comfortable before trying to joke with them that way.

The reason it didn't work was not due to the absence of a DHV since you didn't even go past the opener. The problem was you misread the room.
