“Negs” is just an outdated term for being playful, making light jokes/teases, and showing the fun side of your personality.
When you think of it like that, yes.. negs TOTALLY matter,
Best to have them than not.
When they come from a secure, confident person... they’re magic.
Throw negs. Throw serious comments.
Be serious. Be playful. Be kind. Be immature.
A well-rounded personality is tasteful.

Prototypes
Neg: Nice nails, are they real?
Disqualifier: You and I could never get along, we're too much alike.

I think teasing is always good.
I kind of think in classic terms, the 'neg' was a little more than a tease and was meant to make her take a little hit to her self esteem.
I personally find that a neg close to the open (as I believe it was taught originally) is NOT a good idea. It just doesn't work for me how it is 'supposed' too. Negs only work once I've reached the social hook point. I think the idea was that the neg early on would make her chase your validation, but all it done for me was make them get a little combative for a second and then basically shoe me away lol. Maybe social media and tinder has ruined the neg!!! (they ALL just get so much validation now)
So I say tease, but don't force it! I think that's the secret. Don't make it a 'move'.

A "Neg" is often attacked by the mainstream media, and labeled as an insult meant to lower self-esteem or something. In a way, it is. For example Mystery says "Nice nails, are they real?" So that's a negative compliment, but not an insult. Another might be "You have nice hair. Any split ends?"
To an outsider it might sound rude, but when you're an average Joe talking to a super hot girl, it just says something else, that you're not so impressed by beauty. You are familiar with it.
Most hot girls don't walk around thinking of how beautiful and powerful they are. They have ups and downs, strengths and insecurities. In a way a negative compliment humanizes her to you.
Now if you try this on lesser attractive girls they are going to take it differently.
There are other variations of a "Neg." It could be a tease, or a joke, yes. But real negs are really reserved for entitled hot girls that are icy, and you can use something like a neg to knock them down a notch. But not in a vindictive sort of way.
Women do it to us all the time. "Are those new shoes? Oh. I should take you shopping sometime." Stuff like that.
Personally I never really use any rehearsed "Negs" or anything. I just intuitively know when I should be more playful, or teasing, or serious, or nice, or jerkish. Whatever works to get her to pay positive attention to you.

Being assertive. Negs are basically a tactic with the "theory" that somehow if she hates you she will end up liking you. Thats not actually true. Women are not attracted to the "jerk" part of a man's personality they're attracted to the overtly masculine and assertive part.
Thats why women say "why do I end up with jerks?" But you see the guy and he's 6'3" with muscles, moves bags of concrete for a living and drinks nothing but full calorie beer and has old world values. He may be gruff and a bit crude but that ain't what gets her wet down there.

So you approach a two set of blondes that are shooting down every guy that steps up. They don't look that formidable, and all of the guys stepped up with bad body language, no style, game confidence. Why not check them out?
Since this is a two set, you want to open with the best friends test, and parlay that into a good story. Figure out if they're cool, before you slot them into friend zone, or fuck zone.
As soon as you step up, one of them gives you a stink face.
In the most earnest voice you can muster,
"Love those shoes, one of my admins wears them, the older chicks were hating on her,I dunno why....So any anyway you guys look like..."
A back handed compliment is supposed to bring the chick back to earth. On a club environment, she has more artificial value than normal. Her whole shit is built on a lie.
You see through the lies. You see her for what she is. You like her anyway.
Noticing that the empress is wearing last season's clothes....
No other technique addresses that problem directly - but you can basically bypass that bullshit if you desire.
Other options
Back turn, ignore, exclude, dangle value and withdraw, wink,, merge set, move set, Etc.
The neg goes head to head, but most of the game is about using flank maneuvers.
When I get that sort of visceral reaction from a chick, I get excited - plenty of folks are fake nice. A chick with her emotions out like that, is begging for some good game.
