I generally believe you should not hit on women in enclosed spaces with no escape, like elevators. There have been some highly publicized incidents where women objected to being approached in elevators.

Women feel safer when they have an exit available. Don't make her feel unsafe.

The real issue is that you're probably calling her cute and asking for her number before you know how she's going to react to you; it's too many steps at once which you can't then calibrate for.

All you should be doing is opening a conversation to see how she reacts to it and work with the girl. If she's open to talking to you then you can take it further and you can have a proper interaction which can then escalate over time. It's not an issue at all that you started a conversation with someone and they weren't open to it so you didn't carry it on. I mean, you shouldn't be trying to pick up girls in two minutes, you should be looking for a longer interaction where she can actually experience and invest into you.

You're opening the girl so she can open up and feel comfortable and familiar with you. Approaching strangers they're likely to be sceptical and a little defensive when you meet them. The real goal is "the long game" and you shouldn't be putting too much pressure on them in the first place that would cause issues. You're throwing a hook out, it lands or it doesn't land. That's an opener. You can suggest things go further if it's going well but in general it should seem less like you're "picking up girls" and more like you're just sociable and friendly.
