Most likely no. Probably just a ring they think looks nice, as long as it isn't on their ring finger.

There might be a story behind some of them every once in a awhile, you can ask about it.

Nope. Sometimes a ring on the right hand ring finger can have meaning but it's not always romantic.

If you see a Claddagh ring (two hands clasping a crowned heart), you just got a cheat sheet to the wearers relationship status, though beware not everyone wears theirs accordingly so hit on them anyway.
