I don't know what you mean by "this stuff", but yea practicing talking to women and acquiring knowledge on the subject is going to make you better, just like with any other skill.

This stuff (I assume you mean the techniques discussed here) absolutely has worked for me and everyone I know who has tried it (including every one of my clients). However it works in degrees. Some people start from a better position than others, so a very awkward 30 year old virgin isn't going become a suave player overnight (if ever), but everyone I know who has tried it has seen their social and dating lives improved.
