There's not a whole lot of context here but here's some thoughts.

She's probably talking to other guys. She might have a certain guy that she really likes, and wants to be available for him.

You might have pursued too much. You shouldn't ever ask for a relationship. It should be her idea.

She just might not be ready for a relationship with you yet. You could give it some time, and maybe back off a little bit. Let her think about you.

I'd check out Corey Waynes work. He has a great book which you can get for free from any digital device. His youtube vids also have a lot of value.

Just keep going on dates with her. Hang out, have fun, hook up. You shouldn't be so focused on a relationship. It needs to be her idea. Also date other women, keep your options open and don't put all your eggs in one basket.
