You've probably let this go on a little too long if he isn't interested in meeting. I understand the lockdown thing, but I think most men would be willing to break the rules for a single one on one meet with a girl they had been talking to for months. I personally wouldn't be interested in a socially distanced or zoom date, I turned down a few last year. If I'm on a date. with a girl and it's going well, I'm going to want to kiss her.

He's still talking to you though so I'm leaning towards shyness / inexperience. Do you have any idea of his history with women?

There's nothing wrong with keeping this guy on the back burner, but you should definitely be pursuing other men. Why do you think you haven't walked away from this guy yet?

Are your 100% sure that you aren't being catfished? I genuinely mean this question. Have you vetted him over social media etc... The whole situation sounds really strange and hard to understand. What are your ages as well if I may ask?
