Here is the thing, I don't think there is a line. There is no agreement between you and her boyfriend, the only agreement in between her and him, and that is on her. So I don't think you have an ethical problem, under my ethical system.
However, if YOU feel like its ethically wrong to pursue a girl in a relationship, and you start having to use phrases like "legitimate cheating", then yeah, you are over the line.
There are plenty of guys that will say "Oh its just a blowjob, it isn't real cheating".
Here is the question: if she is completely honest with this guy, and she tells him "There is this guy that I flirt with, hold his hand and kiss his neck, is that alright?". What what the fuck do you think the guy is going to say?
You are deluding yourself if you think you haven't crossed any lines because you kissed each others necks instead of lips. (by your own def of lines).
I say fuck her and let the chips fall where they may.
But don't fucking send her mixed signals where you are both encouraging the cheating (you are definitely cheating already) and also turning down her kisses. It is just confusing and pointless.
