Frame refers to the reality you and the girl live in your own heads about what's happening during the conversation and which is expressed in the way you communicate with full conviction as if it's unquestionable.

So in a way yes these two examples reflect two different realities

"Let's go to lunch on Tuesday" subtly communicates that you are the leader and she follows without negotiation.

"I would like to take you sometime" subtly communicates that the relationship doesn't have a leader and which is more like a partnership where you both negotiate on equal terms.

Usually the ideal frame you as a man should want for convenience and which happens when the girl is really attracted to you, is the one where you lead and she follows your lead submissively, rather than the one where you have to ask, negotiate, and agree on something that works for both.

When she refuses to follow your lead, she is refusing to accept your frame and whoever holds the strongest frame tends to be drawn to the other person's frame, unless one of you are willing to walk away and mean it.

Not exactly. Frame = worldview / perception.

The way you say things sets a worldview / perception. The way you say things sets a frame.

So you're super close to correct. Just needed slight tweak.

I’d suggest something like: "I'm planning to go to [insert restaurant] this Tuesday. Would you like to join me?"
This approach shows that you already have your own plans and are inviting her into your world, rather than asking for her to make the decision for you. It comes across more confident and assertive.
