do you only text? if so drop her another text a hour before meeting time. if she's truly intending on meeting you, there's a good chance she's got her phone nearby, and getting ready (shower, clothing, makeup, hair, etc).

personally i prefer only phone calls to set up dates for this very reason cuz it's an interactive medium: i'm talking to her so there's no chance of "sorry i missed your text" bullshit.

if no answer to texts or phone call, well then most likely you've been stood up. you need to walk away unless she: atones and profusely apologizes, followed by an eagerness to reschedule the date out of guilt, remorse, and most importantly sincere desire to see you again.

i would advice against just "showing up" cuz you're not in a long term relationship- hence creepy and can make things awkward if she's trying to blow you off but you're outside.

if she flakes you like this, than just move on. sometimes girls have a hard time directly rejecting you cuz they don't want a confrontation.

This date could very well be off, but no matter, Yes, text her the day of. The way I like to do it is as follows: propose pushing the date back by a trivial amount of time like 15 minutes to 30 minutes. Be like, "hey, for tonight, I'm running a bit behind, can we do 8pm instead of 730?" This is the most non needy way to do a needy thing. People need to remember that until you've fucked her, she's looking for reasons to disqualify you as she is probably dating lots of people and needs a process to reduce the number. The more you text, the more chances she will have to do so. Also, it signals non neediness as it says that you've got a busy life. If you txt someone a lot during hte week, it looks like you dont.
