Work on developing interests and hobbies that get you out into the world. Find a nice coffee shop you like reading a good book at and talk to people there. Integrate things you already enjoy into your sexual pursuits and realize that exploration is not restricted to bars.

For your question: yes, people go to bars but it is not something you do if you lack confidence and do not know the place.

There are hundreds of places to meet girls. Sports groups. Church. Dance classes. Find something you are interested in that a bunch of girls your age do and go do it.

I'm in highschool and I usually feel pretty awkward if I go out alone. But I know people that go to prom and homecoming alone and just find dates there but most people would choose not to do that.
