I have had the same problem recently. You just have to 1). Try to look older or 2) go to places with a younger crowd. There are bar I know I won't go to because everyone is 25+.

That's weird, in the UK, at 21 you feel the oldest at the club. Due to the lower 18 age restriction, plus all the even younger ones who have sneaked in.

in my town, we have a place where its split into 2 sections... 21+ and 18+. The 18 year olds weren't allowed in the other half of the club but the 21 year olds had access to the entire place. Try to find something like that.

College bars are your best bet. Most people are going to be between 18 (with fakes) to 22/23ish.

Different bars for different crowds. Find a bar with your crowd.

Girls typically like going for guys older than their age. Stop going to bars, go to places you can meet 19 y.o.
